If you return a City to another Civ that Civ will get a big positive increase in it's Diplomatic Relations with you. A restored City State will have 6 Envoys from you and Zero Envoys from all other Civs, which puts it under your sovereignity/control/influence, and generates a LOT of Diplomatic Favor points for you. You can do this to multiple Cities while conquering the other Civ, just make sure one of them is the LAST City conquered. When asked if you want to "Keep City?" you Liberate it as a restored City State or to the control of it's former owner. You do this by making the LAST City you conquer from an enemy Civ, either a conquered former City State or a conquered City from a different Civ. Third, learn how to eliminate Civs from the game in a way that gets rid of OLD grievances against you. Many Emergencies will be so far away, that you will be unable to take part in them. However, if you are pursuing a Domination Victory, the Emergencies are probably being declared Against YOU. OR you take part in an Emergency declared against another Civ. OR you let another CIV declare War on you. This reduces the grievances generated against you a LOT. The best way is to fight a Protectorate War to defend a City State that you control from being conquered by another Civ. Second, learn how to minimize the Grievances against you generated by fighting a War. Getting a Pantheon belief does not hurt or consume other resources. The only reason that I will(may) eventually get Divine Right and the Civics that lead to it is to get the Monarchy form of government. Culture into religious Civics and building religious sites, buildings(including Wonders) and religious units. First, FORGET Religion, put NO early resources into it, i.e.
